Public records rules (WAC 390-13, 390-14, and 390-37) were adopted following a public hearing.
The Commission updated its Guidelines for Local Government Agencies in Election Campaigns [Interpretation No. 04-02] to include parameters for uniforms and the employees/elected officials who wear them. Potential changes to interpretations regarding evolving technology and campaigns were discussed, but no action was taken. The Commission will likely continue the discussion at the September 2012 meeting.
The 2011-13 Strategic Plan goals and performance measures were revised to accommodate recent agency budget and staff reductions.
Agency-request legislation topics were finalized. Proposed topics include 1) enhanced disclosure for political advertising regarding ballot measures and 2) adjusting some of the current statutory timing provisions in an effort to enhance disclosure, respond to recent court decisions, and make the Commission more efficient.
Personal Financial Statement (F-1) reporting modifications were granted to:
· Grant Degginger, Public Disclosure Commission member, from disclosing the reportable business customers of the law firm Lane Powell, PC, of which he is a member; and
· Steven T. O’Ban, a candidate for State Representative, 28th LD, from disclosing the reportable business customers of the law firm Ellis, Li & McKinstry, PLLC, of which he is a member.
