Enforcement

 

In lieu of holding a hearing, the Commission accepted a stipulation from Lt. Governor Brad Owen that he failed to timely file campaign contribution and expenditure reports for his 2012 re-election campaign and expenditure reports for his surplus funds accounts.  The Commission assessed a $1,000 penalty and suspended $500 with terms.

 

Advisory Matters

 

Possible amendments to Interpretation 07-04, Campaign Activities on the Internet, were discussed.  The Commission directed staff to gather stakeholder comments on the proposed changes and report back at a future meeting.

 

Reporting Modifications

 

Personal Financial Statement (F-1) reporting modifications requested by Lewellyn Juhl and Karen Juhl, candidates for Freeholder in Asotin County, were denied.  Both requested an exemption from reporting the business customers of Sunn Dental Lab, which is owned by Lewellyn Jewell.  The Commission ruled that granting the modification would frustrate the purpose of the disclosure requirement and that reporting the business customers would not testcause a manifestly unreasonable hardship on the applicants.
