Enforcement

Allegations that Sensa Salon bundled contributions to Washington United for Marriage and improperly withheld wages for the purpose of making campaign contributions were dismissed.  The allegations were made in a citizen action complaint filed with the Attorney General and King County Prosecutor.  The Commission will recommend to the Attorney General and Prosecutor that neither take further action.

The Commission dismissed allegations that Friends of Rob McKenna (McKenna for Governor) failed to report debts and accurately report expenses.  Allegations that the gubernatorial campaign failed to reimburse McKenna’s Attorney General Re-election campaign used in May and June 2011 and failed to report the reimbursements that were made were also dismissed.

A complaint alleging that Family PAC and Joseph Backholm Treasurer, failed to disclose contributions and expenditures was referred to the Attorney General to initiative legal action.

Rule Making

An emergency amendment to WAC 390-05-400 was adopted to insert and adjust recently enacted contribution limits for school board candidates.  The amendment will take effect after the general election.

The Commission approved draft language for a new proposed rule WAC 390-24-150 Definition – Officer, which will convert PDC Interpretation 91-01 to a permanent rule.
