According to the disclosure law,you become a candidate when you: raise and spend money for your campaign, reserve space or purchase advertising to promote your candidacy, authorize someone else to do any of these activities for you, state publicly that you're seeking office, or file a declaration of candidacy, whichever happens first.

Are You Required To File A Disclosure Report?

Are you a candidate:
(1) for federal office;
(2) in a town or jurisdiction that had fewer than 1,000 registered voters as of the last general election and you have not received and do not expect to receive contributions of $5,000 or more in the aggregate;
(3) for precinct committee officer; or for an office in a district where voters must own property  or have other special qualifications (e.g., irrigation, diking, or flood control)?

Are you a candidate who has not received and does not expect to receive campaign contributions totalling $5,000 or more (including your own money) running for office in a city, town or taxing district that does not include the entire county and that had fewer than 5,000 registered voters as of the last general election? (Check with county elections office.)
  		 YES > File a financial affairs statement (Form F-1) within two weeks of becoming a candidate. No other reports are required.

Are you a candidate who has not received and does not expect to receive campaign contributions totalling $5,000 or more (including your own money) and will not accept more than $500 from any contributor other than yourself and you are running for county office or in a city, town, or taxing district with 5,000 or more registered voters?  YES >
File Forms F-1 and C-1 within two weeks of becoming a candidate. No other reports are required.

ALSO
When a candidate receives a last  minute contribution of $1000 or more during the 7 days before primary election and 21 days before general election, they are required to file a report within 48 hours of or the first working day after its receipt.
 

Did you spend over $10,000?
Candidates that expended $10,000 or more the preceding year or expect to spend $10,000 in the current year are required to file campaign finance reports electronically. PDC staff provides free electronic filing software and training to all candidates.
