Filing Requirements for Grass Roots Lobbyists

IN BRIEF . . .
Grass roots lobbying is defined as a program "addressed to the general public, a substantial portion of which is intended, designed or calculated primarily to influence state legislation."

Grass Roots Lobbying -- Any person or entity making grass roots lobbying expenditures not reported by a registered lobbyist, a candidate, or a political committee exceeding $1,000 in the aggregate in any three month period or exceeding $500 in the aggregate in any one month period must file a L6 grass roots lobbying report.

Are You Required To File A Disclosure Report?

Are you a candidate or a political committee that sponsored the grass roots lobbying campaign?
 		  YES > You do not need to file a L6 report, whether you use existing funds or receive funds from outside sources.
NO

Did you, your organization or business spend more than $1,000 in the aggregate in any three month period or more than $500 in the aggregate in any one month period for grass roots lobbying?
 		   NO > You do not need to file a L6 report.
YES

Were your grass roots lobbying expenditures reported by a registered lobbyist, a candidate, or a political committee?
 		  YES > You do not need to file a L6 report.
NO

File an L-6 within 30 days after becoming a sponsor of a grass roots lobbying campaign. Therafter, file monthly L-6 reports. The monthly L-6 reports contributions received and expenditures made during a calendar month. Each monthly report is due within 10 days of the end of the month. At the conclusion of the grass roots lobbying campaign, file a final monthly L-6 report.

ALSO

If an organization sends a notice about pending legislation to its members, or a corporation sends a similar message to its stockholders, the expenses related to these activities are not reportable as grass roots lobbying.

HOWEVER
if an organization spends over $500 in one month or over $1,000 in three months for a full-page newspaper ad supporting a bill pending in the legislature, hiring a person to organize public meetings in order to influence action on issues being considered by the legislature, and / or undertaking any other activity that satisfies the definition of grass roots lobbying then reporting is required.
