ORCA Filing Instructions
Signature Card and Electronic Filing Authorization Password
Request Form

The first step to being authorized to
electronically file your reports requires that
you register by filing a C-1 or C-1pc and send us a completed
password request. This critical first step must be
completed in order to send the PDC electronic reports.
Password request form. 
The original, signed password request form must be submitted to
the PDC before the
the Filer ID will be issued. Once we receive your completed
password request
and authorization form we will e-mail you your Filer ID.
The ORCA software (Online Reporting
of Campaign Activity) can be downloaded from the ORCA Home page and used
before obtaining the Filer ID.
