Ken Schellberg, Chair, Bellingham

Commissioner Schellberg was appointed to the Public Disclosure Commission by Governor Christine Gregoire on March 30, 2005.

Mr. Schellberg is an accountant (CPA-Inactive) enrolled as an agent to practice before the Internal Revenue Service. He is a principal in the Accounting Offices of Bruton & Schellberg, Inc. P.S. located in Bellingham, Washington. Prior to forming his own firm he was chief operating officer of the Alaskan Silver & Ivory Company in Bellingham.

Mr. Schellberg was a part-time faculty member in the Mathematics Department at Western Washington University and a former mathematics teacher and driver education coordinator and instructor at Coupeville Jr/Sr High School from 1973-1976.

He is a member of the National and Washington Associations of Accountants, the National Notary Association, and Futurewise-Whatcom, a community group concerned with preservation of the quality of life in Whatcom County in the context of growth and environmental issues. Over the past twenty-five years he has served as treasurer of several local and state political campaigns and as such has had experience in reporting to the PDC.

Mr. Schellberg graduated with a BS degree from the University of Puget Sound in Tacoma, received an MS in mathematics from Western Washington University (then College) in Bellingham, and a Master of Library/Information Science from the University of Washington.

Jim Clements, Vice Chair, Selah

Commissioner Clements was appointed to the Public Disclosure Commission by Governor Christine Gregoire on January 9, 2008.

Clements represented the 14th Legislative District as a State Senator and Representative. The 14th District includes Yakima, Union Gap, Selah, Naches, Tieton, Cowiche and all of Western Yakima County. A long-time orchardist in Selah, he was the president of his family's business and corporation for 10 years. Clements is a former high school principal and teacher. He also served six years as a Washington State Apple Commissioner.

His civic activities include membership in the Yakima Valley Chamber of Commerce, the Farm Bureau, Yakima River Watershed Council, and the Washington State Growers League. An avid outdoorsman and hunter, Clements is also a member of Ducks Unlimited, Pheasants Forever, and the Rocky Mountain Elk Foundation.

He is a descendent of a pioneer Yakima Valley family. Clements graduated from the University of Idaho with a B.A. in Education, secondary majors in Social Science and English, and received a Masters in School Administration from the College of Idaho. He and his wife, Marjory, have two children: Charlotte, a nurse, and Troy, a deputy prosecuting attorney.

Dave Seabrook, Secretary, Battle Ground

Commissioner Seabrook was appointed to the Public Disclosure Commission by Governor Christine Gregoire on May 22, 2007.

Mr. Seabrook, a paramedic, is a 17-year veteran of the Vancouver Fire Department and currently holds the rank of Captain. He has been a contributing editor for emergency medical texts and journals. He has been especially active in advocating for improved service for elder persons and was a Governor Locke appointee to the Adult Protective Services Regional Resources Team.

He is an active volunteer. As a member of Medical Teams International, he traveled to Honduras in 2003 and to Sri Lanka in 2004 to assist with the tsunami disaster relief effort. He is current chair of the Clark County Public Health Advisory Council and is a Washington State Long-term Care Ombudsman. He has served on the boards of several non-profit organizations including Columbia River Mental Health Services, 211 Info, and the North County Community Food Bank.

Mr. Seabrook graduated from Northern Arizona University with a Bachelor of Science in Earth Science and received a Masters degree in Public Affairs along with a Certificate in Health Policy and Administration from Washington State University Vancouver. He is also an alumni of the Leadership Clark County program.

Jane Noland, Member, Seattle

Commissioner Noland was appointed to the Public Disclosure Commission by Governor Gary Locke on March 16, 2004, to serve the remaining two years of an unexpired term when a former commissioner resigned. She was appointed by Governor Gregoire to a full term on January 31, 2006.

Ms. Noland is the owner of Jane Noland Glass Art in Seattle. She served as a member on the Seattle City Council from 1986 through 1997. Prior to her election to the Council, Ms. Noland was an attorney with the Seattle Law firm of Perkins Coie and was attorney for the King County Council.

She is past president of the Association of Washington Cities, a former board member of the Seattle King County Bar Association, past president of Washington Women Lawyers and is a former board member of the Pratt Fine Arts Center.

Ms. Noland graduated from Women's College of the University of North Carolina with a Bachelor of Arts degree in history, received a Masters degree in Public Law and Government from Columbia University and has a Juris Doctorate degree from Seattle University.
