The complaint alleged Whatcom County Deputy Sheriff Guild PAC may have violated RCW 42.17A.235 and .240 for (1) failing to timely and accurately file Monetary Contributions reports (C-3 reports) and Summary Full Campaign Contributions and Expenditures reports (C-4 reports) by failing to file any C-3 or C-4 reports during the 2017 election year.
PDC staff reviewed your allegations; the applicable statutes, rules, and reporting requirements, the Political Committee Registration (C-1pc) filed by the Committee and the response provided by Steve Harris, Chairman, WCDSG PAC, to determine whether the record supports a finding of one or more violations.
The Whatcom County Deputy Sheriff Guild PAC filed a C-1pc in 2008, 2009, 2010, 2011, 2013, 2017 and 2019. On each of those reports, the Committee selected the mini reporting option, stating the Committee would, during a calendar year, raise and spend no more than $5,000 and receive no more than $500 from any one contributor
Staff has determined that in this instance, the failure to file C-3 and C-4 reports does not amount to an actual violation warranting further investigation.
PDC staff is reminding the Whatcom County Deputy Sheriff Guild PAC about the requirements regarding political committees selecting the mini reporting option, specifically the requirement to file a C-1pc each January.
Based on this information, the PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
