Description

The Public Disclosure Commission (PDC) has completed its review of the complaint filed by Winston Kelly on June 28, 2018. Your complaint alleged that Bruce Overstreet may have violated RCW 42.17A.235 for failure to accurately and timely report contributions and expenditures. 

Based on our findings, staff has determined that in this instance, the requirement to timely file contribution and expenditure reports does not amount to a finding of a material violation warranting further investigation. 

Bruce Overstreet is a first-time candidate that made minor or ministerial errors on required reports by not timely disclosing the filing fee, which did not materially impact the public interest. Upon notification of noncompliance, Bruce Overstreet amended the C-4 report, making the necessary technical corrections. PDC staff is reminding Bruce Overstreet about the importance of the timely disclosure of all contribution and expenditure activities, including the filing fee, and the timely filing of all future PDC reports.

The PDC has closed the matter, and will not be conducting a more formal investigation into the complaint or pursuing further enforcement action in this case
