Description

The complaint alleged Jeffery T. Campbell, a 2021 candidate for Bremerton City Council, Position 3, violated WAC 390-16-238(1) by expending campaign funds for activities not directly related to 2021 campaign.

The PDC dismissed the alleged violation of WAC 390-16-238(1) in accordance with RCW 42.17A.755(1) and will not be conducting a more formal investigation into these allegations or taking further enforcement action in this matter.

PDC staff has determined, in this instance, the failure to timely and accurately report expenditures does not amount to a violation warranting further investigation. 

In review of Campbell’s campaign finance reports, PDC staff found Campbell timely filed a 21-day pre-primary Full Summary Contributions and Expenditures (C-4) report on July 13, 2021 and a 7-day pre-primary C-4 report on July 26, 2021. Both reports listed zero contribution or expenditure activity. The filing fee for Bremerton City Council is approximately $145. Based on Campbell’s registering with the PDC under Full Reporting, Campbell is required to file, at minimum, a June 2021 C-4 report and a post-primary C-4 report. 

Campbell will receive a formal written warning pursuant to WAC 390-37-060(1)(d) concerning the failure to timely report contributions and expenditures. The formal written warning includes staff’s expectation Campbell will timely and accurately file PDC reports and disclose contributions and expenditures as required by law. The Commission will consider the formal written warning in deciding on future Commission action if there are future violations of PDC laws or rules. 

Based on this information, the PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
