The Public Disclosure Commission (PDC) has completed its review of the complaint filed on May 30, 2023. The complaint alleged that AnnaLisa LaFayette, a candidate for Seattle City Council in the 2023 election, may have violated RCW 42.17A.700 for failure to file the Personal Financial Affairs Statement (F-1 report) within two weeks of becoming a candidate.

PDC staff reviewed the allegations; the applicable statutes, rules, and reporting requirements; the response provided by the Respondent; the applicable PDC reports filed by the Respondent; queried the Respondent’s status as a candidate appearing on the 2023 ballot; and examined other relevant information, to determine whether the record supports a finding of one or more violations.

AnnaLisa LaFayette is a first-time candidate and has no prior violations. It appears that after they submitted the C-1 report in January 2023, they decided not to continue their campaign for Seattle City Council and did not file to have their name placed on the ballot.

Based on our findings staff has determined that, in this instance, failure to file the F-1 report within two weeks of becoming a candidate in the 2023 election does not amount to a finding of a violation that warrants further investigation.

Pursuant to WAC 390-37-060(1)(d), however, AnnaLisa LaFayette will receive a formal written warning concerning failure to file the F-1 report within two weeks of becoming a candidate in the 2023 election. The formal written warning will include staff’s expectation that the Respondent file all required campaign reports and the Personal Financial Affairs Statement in future years should they become a candidate again. The Commission will consider the formal written warning in deciding on further Commission action if there are future violations of PDC laws or rules.

Based on this information, the PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
