This complaint was filed with the PDC on December 11, 2017. The complaint alleged that Frank Chopp, an incumbent State Legislator and a candidate seeking re-election to that office in 2016 and 2018, may have violated RCW 41.17A.235 by failing to timely report debt for suspended penalty.
PDC staff reviewed the allegation(s); the applicable statutes, rules and reporting requirements; the C-3 and C-4 reports filed by the Citizens for Frank Chopp (Campaign); and the response provided by the Campaign.
Staff found that the suspended portion of a penalty that is contigent on the finding of a future violation of RCW 42.17A is not reportable as debt.
Case dismissed with no formal action taken.
