This complaint was filed with the Public Disclosure Commission (PDC) on December 21, 2017. The complaint alleged that that the Washington Bike PAC (Committee), may have violated RCW 42.17A.235 and 42.17A.240 by failing to: (1) file timely and accurate reports disclosing contribution and expenditure activities; (2) file timely and accurate reports of debt; and (3) disclose required details for expenditures.
PDC staff reviewed the allegations; the applicable statutes, rules, and reporting requirements; the applicable C-3 and C-4 reports filed by the Committee; and the response provided by the Committee.
Staff found that while the Committee failed to timely and accurately report one debt to an individual, and failed to describe the sub-vendors for two payments to individuals, they were for low dollar amounts. The Committee also had no expenditure activity in state or local elections in 2016 and in 2017. As such, staff found no evidence of a material violation that would require conducting a more formal investigation or pursuing an enforcement action.
Case dismissed with a warning letter.
