This complaint was filed with the Public Disclosure Commission (PDC) on September 19, 2018. The complaint alleged that the Senate Republican Campaign Committee (SRCC), a caucus committee, may have violated RCW 42.17A.405(7)(14) by accepting an over-limit contribution from Shift Washington.  

PDC staff reviewed the allegations listed in the complaint, statutes, rules, reporting requirements and contribution limits, and the Monetary Contributions reports (C-3 reports) and Summary Full Campaign Contribution and Expenditure reports (C-4 report) filed by both committees, and the responses from SW.

Staff found that the  in-kind contribution was inadvertently recorded on the SRCC’s C-4 report for March 2018 instead of the Leadership Council’s C-4 for the same reporting period. Both the SRCC and the Leadership Council share the same treasurer. Staff confirmed that Tom Perry is the Treasurer for both the SRCC and The Leadership Council.  On September 28, 2018, after being notified about the complaint, both the SRCC and The Leadership Council filed amended C-4 reports for March of 2018.  The amended C4 report filed by The Leadership Council disclosed a $1,156.54 in-kind contribution had been received on March 28, 2018, from SW for “email addresses”, and the SRCC amended C-4 report removed/deleted the in-kind contribution that was previously depicted as $1,156.54.

Case closed with no evidence of violations.
