Candidates and committees: If you registered as full-reporting and are participating in the primary election, you must file a C-4 report on July 14, covering the period of June 1 to July 13. This report is mandatory regardless of financial activity during that period. Read more about mandatory pre-election reporting here.
How to report independent expenditures or electioneering communications (C-6 report)
To get started reporting an independent expenditure or an electioneering communication, go to the PDC’s online filing system dashboard and sign in.
Starting in May 2026, the PDC switched its secure login provider from Secure Access Washington (SAW) to WA.gov. Returning filers will need to transfer their PDC access to WA.gov if they haven’t already completed this process. See more information on the change and instructions to complete the transfer here.
Once you log in, follow these steps to begin filing an independent expenditure report (C-6).

- Choose the FILE button in the independent expenditures tab.

Select the Independent Expenditure or Electioneering Communication sponsor you’d like to file for. Skip ahead to Filing a C-6 report in the dropdown menu.
If you do not see the sponsor you need to file for, go to step 3.

- If you do not see your sponsor listed or have not filed C-6 reports before.
- Click on + Sponsor. Choose a different sponsor that you've previously filed for. If you need to file for one of these sponsors, click the round button next to that name, and select. Skip ahead to Filing a C-6 report in the dropdown menu.
- If the sponsor you're filing for is not on this list, select No, it is not one of these to create a new sponsor and go to step 4.

- Next, you will see a pop-up asking if you’ve filed a C-6 before.

Click No. You will then be prompted to request access to file a C-6. Fill out the form. The sponsor will then appear under Sponsors I file for as a pending request. PDC staff typically will process your request within two business days.

Click yes. Search for the sponsor and add it to your list. If you select I can't find my sponsor, you will be prompted to request access to file a C-6.

- After selecting your sponsor, you will see a screen with past submitted reports, if there are any.
Start a new C-6 report by clicking on + Report.

- Select the type of activity you need to report, and give your independent expenditure (IC) or electioneering campaign (EC) project a name. This is not the name of the sponsor. This name describes the purpose and subject of the IE/EC activity, and will appear on your reports. Select Create.

You will now input data for your report. Start with your project's name.
Follow the navigation menu on the right to report itemized and non-itemized expenditures and candidates or ballot measures supported or opposed. Follow the prompts to complete each section.
You may also choose to Finish later where you can save your work or Delete & start over. You will be prompted to fix any mathematical mistakes in your reporting.

- Review the C-6 report that you will be certifying and submitting for completeness and accuracy. Certify and submit.

Continue work on a saved draft report by clicking on the draft number. Amend a submitted report by clicking the report number.
