Description

The Public Disclosure Commission (PDC) completed its review of the complaint filed by Conner Edwards on December 25, 2025. The complaint alleged violations of RCW 29B.25.090 and .100 for failure to timely and accurately report contributions and expenditures.

Applicable Laws and Rules

RCW 29B.25.090 and RCW 29B.25.100 require candidate committees to file timely, accurate reports of contributions and expenditures. A committee that selects the Full Reporting option on their C-1pc report is required to report contributions and expenditures to the PDC on C-3 reports and C-4 reports. The due dates for these reports are based upon the election cycle, the committee’s election participation, and their financial activity. 

Background and Findings

·         POD PAC 115 is a continuing committee, registered with the PDC under the Full Reporting option.  

·         The complaint alleged a single C-4 report was filed 18 days late, and that the Committee’s 2024 ending and 2025 beginning balance did not agree.

·         On January 12, 2026, a copy of the complaint was sent to Respondent. They immediately contacted PDC staff and acknowledged filing the C-4 disclosing $1,897 in activity late.

·         The Respondent also was able to identify the carryforward discrepancy. The Committee had entered a $144 contribution twice but only filed a single C-3. After working with PDC staff, Respondent updated the committee records to have matching 2024 ending and 2025 starting balances.

·         The Committee had minimal activity for calendar year 2025 and did not report activity that would indicate it participated in the 2025 elections.

·         The Respondent does have previous warnings or violations of similar PDC requirements.

Summary and Resolution

Based on our findings, staff has determined that, in this instance, any violation that may have occurred was minor and has been cured. After consideration of the circumstances, further proceedings would not serve the purpose of this chapter. Under WAC 390-37-060, the executive director, at any time prior to consideration by the commission, may dismiss a complaint which on its face, or as shown by investigation, provides reason to believe that a violation has occurred, but does not amount to a violation that warrants further investigation. 

 

You made minor or ministerial errors on required reports which did not materially harm the public interest. You made the necessary technical corrections after being notified by PDC staff. See WAC 390-37-060.

 

Based on this information, the PDC has dismissed this matter in accordance with RCW 29B.060.020.
