Description

The Public Disclosure Commission completed its review of the complaint, which alleged a violation of RCW 29B.30.050 (formerly RCW 42.17A.320) by failing to comply with the rules for sponsor identification (ID) on political advertising (campaign signs) for election year 2026. 

Applicable Laws and Rules
Pursuant to RCW 29B.30.050, all written political advertising must include the name and address of the sponsor. Sponsor identification should appear in at least ten-point type or 10 percent of the largest font size used (whichever is larger) and be set apart from any other printed matter.

Background and Findings
Gabriel J Frase responded promptly to the complaint and notified PDC staff you have ordered stickers to cure the deficiency. PDC staff note the political advertiser used to print the signs does not have experience with PDC rules. PDC staff reached out and the advertiser is working to learn more about state laws and rules for political advertising.

Summary and Resolution
Having reviewed the complaint and the supporting evidence, PDC staff has determined that Gabriel J Frase appears to have violated RCW 29B. After consideration of all the circumstances, further proceedings would not serve the purposes of the Fair Campaign Practices Act. Under WAC 390-37-070, the executive director, at any time prior to consideration by the Commission, may dismiss a complaint which on its face, or as shown by investigation, provides reason to believe that a violation has occurred, but also shows that the respondent is in substantial compliance with the relevant statutes or rules, or shows that formal enforcement action is not warranted. 
 
Based on this, the PDC has dismissed this matter in accordance with RCW 29B.60.020(1) and WAC 390-37-060(1)(d). PDC staff is reminding Gabriel J Frase about the importance of compliance with political advertising rules. Gabriel J Frase is expected to comply with PDC statutes and rules in the future.
