The complaint alleged that Citizens for a Humane and Safe Jail Now, a Whatcom County political committee formed to support Proposition No.1 for a new jail, violated:
(1) RCW 42.17A.235 and .240 by failing to timely file Monetary Contribution reports (C-3 reports) and Campaign Summary Contribution and Expenditure reports (C-4 reports) disclosing contribution and expenditure reports; and
(2) RCW 42.17A.245 by failing to file contribution and expenditure reports electronically as required.
