Description

The  complaint alleged that officials of the Lynnwood Transportation Benefit District (LTBD) and the City of Lynnwood may have violated RCW 42.17A.555 by using their respective public facilities to promote Proposition 1, a 2014 ballot measure, to secure funding for transportation projects within the Lynnwood Transportation Benefit District.  The complaint alleged that LTBD officials hired PRR, a consulting firm, to determine the scope and cost of needed transportation projects, the priority to place on the projects, and the manner in which the projects would be funded. The complaint alleged that LTBD officials authorized these services, including a voter survey to identify voter support for what type, and for what tax level should be in a ballot measure to raise taxes or fees, in an effort to promote passage of Proposition 1.
