Description

The Public Disclosure Commission (PDC) has completed its review of the complaint filed by Glen Morgan on March 6, 2017. The complaint alleged that employees of the City of Kent may have violated RCW 42.17A.555 by misusing public facilities to support the candidacy of Dana Ralph in 2015, and that Dana Ralph may have violated RCW 42.17A.575 for appearing in a public service announcement filmed by the City of Kent in the calendar year before an election.

PDC staff reviewed the allegations; the applicable statutes, rules, interpretations, and reporting requirements; and the response provided by the City of Kent to determine whether the record supports a finding of one or more violations.

Based on these findings staff has determined that, in this instance, no evidence supports a finding of an actual violation warranting further investigation.

Based on this information, the PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
