Fulop for Mayor 2017, Inc.: Alleged violation of RCW 42.17A.250 for failure to register as an out-of-state political committee (June 2017).

The complaint alleged that the 2017 Steven Fulop for Mayor Campaign (Campaign), the incumbent Mayor of Jersey City, New Jersey and a candidate who was re-elected to that office in 2017, made a $1,000 contribution to Cyrus Habib, a candidate for Washington State Lieutenant Governor in 2016, but failed to file an Out-of-State Committee Report (C-5 report) as required in accordance with RCW 42.17A.250. 

PDC staff has determined that, in this instance, the Campaign’s failure to timely file a C-5 report as an out-of-state committee for one contribution made to a candidate in Washington State does not warrant further investigation. 

Pursuant to WAC 390-37-060(1)(b), PDC staff issued a formal written warning to the Campaign concerning the importance of timely and accurately disclosing contributions made to candidates in Washington State on the C-5 report as required by PDC laws and rules. The formal written warning conveyed staff’s expectation that the Campaign will timely comply with the C-5 reporting requirements in the future, should the Campaign make any additional contributions in the future.   The Commission will consider this formal written warning if there are any future PDC law or rule violations by the Steven Fulop for Mayor Campaign. 

Based on this information, the PDC dismissed the complaint in accordance with RCW 42.17A.755(1).
