Description: 

The complaint alleges that the 2017 Manka Dhingra campaign for State Senate in the 45th Legislative District may have violated RCW 42.17A as follows: 

  • Allegation 1: That Manka Dhingra has not personally reviewed all campaign reports before they are filed; 
  • Allegation 2: That Political advertising on Youtube does not contain sponsor identification in violation of 42.17A.320; and that the campaign has sponsored political advertising containing false statements of material fact about candidate Jinyoung Englund, in violation of 42.17A.335(1)(a); 
  • Allegation 3: The same allegation as in a prior complaint, but with more recent examples, concerning debts, pledges, and expenditure breakdowns, etc. in violation of 42.17A.240; 
  • Allegation 4: That someone other than the treasurer is depositing campaign checks, in violation of 42.17A.220; 
  • Allegation 5: That Manka Dhingra has not reported individual stocks as required on her Personal Financial Affairs F-1 report, in violation of RCW 42.17A.710; 
  • Allegation 6: That Manka Dhingra has not certified all campaign reports, in violation 42.17A.235(7); 
  • Allegation 7: That the campaign has not preserved all campaign records, in violation of 42.17A.235(6); 
  • Allegation 8: That the campaign has not listed all people who meet the definition of committee officer, on the candidate registration C-1 form, in violation of 42.17A.205; 
  • Allegation 9: That individuals not listed on the C-1 as committee officers are authorizing campaign expenditures, in violation of 42.17A.425; 
  • Allegation 10: That the campaign has not agreed to allow the complainant to inspect the books of account during the eight days before the 2017 primary election, in violation of 42.17A.235(4); and 
  • Allegation 11: That the campaign may have failed to report in-kind contributions after possibly collaborating with independent expenditure committees, in violation of 42.17A.240.
