On October 21, 2013, Marsha Manning filed a complaint alleging that Vancouver Vitality, a local political committee in Clark County formed to support and oppose a number of candidates for Vancouver City Council and Mayor in 2013, failed to timely file Independent Expenditures/Electioneering Communications Reports (C-6 report) disclosing independent expenditures that were made during the 2013 election cycle.
On April 22, 2016, VV PAC completed a Statement of Understanding (SOU) acknowledging violations of RCW 42.17A.260 and .305 by failing to timely file C-6 reports disclosing EC’s undertaken during the 2013 election. The SOU is part of the Commissions recently adopted policy of “Alternative Responses to Noncompliance” in lieu of having a Brief Enforcement hearing held, and VV PAC paid a civil penalty of $50.
