The Public Disclosure Commission (PDC) has completed its review of the complaint filed by Charles Wallace on January 26, 2018. The complaint alleged that Kelso School District #458 may have violated RCW 42.17A.555 for misuse of public facilities to support tax bond and levy ballot propositions.
Based on our findings, PDC staff has determined that in this instance, temporarily displaying an improper sign, and proactively working to educate District staff and prevent re-occurrence, does not amount to a material violation warranting further investigation.
PDC staff is reminding Kelso School District #458 about the importance of the preventing public facilities from being used to support election campaigns. PDC Staff expects the district to continue its efforts to educate District staff on their responsibilities as stewards of public facilities.
The PDC has closed the matter, and will not be conducting a more formal investigation into the complaint or pursuing further enforcement action in this case.
