The Public Disclosure Commission (PDC) has completed its review of the complaint filed by Glen Morgan on February 11, 2018. The complaint alleged that the law firm Schwerin Campbell, Barnard, Iglitzin & Lavitt, LLP may have violated RCW 42.17A. 205, .235 and .255 for failure to register and report a political committee, including reporting independent expenditures and RCW 42.17A.600 for failure to register and report as a lobbyist.
PDC staff reviewed the allegations listed in the complaint, PDC statutes, rules, reports disclosing the activities of the law firm, and the November 7, 2018 response from Laura Ewan on behalf of Schwerin, Campbell, Barnard, Iglitzin & Lavitt, LLP.
The law firm of Schwerin, Campbell, Barnard, Iglitzin & Lavitt, LLP provides legal services to candidates and political committees who report the services as an expenditure on the Schedule A to the C-4 or on the Schedule B to the C-4 as an in-kind contribution when those services are provided at less than the normal rate.
Based on our findings, staff has determined that in this instance, no evidence supports a finding of an actual material violation warranting further investigation. The PDC has dismissed this matter in accordance with RCW 42.17A.755(1) and will not be conducting a more formal investigation into the complaint or pursuing further enforcement action in this case.
