The complaint alleged that the Washington and Northern Idaho District Council of Laborers PAC, a political committee formerly registered with the PDC, may have violated RCW 42.17A by failing to report legal fees for services incurred by the law firm Schwerin Campbell Barnard Iglitzin & Lavitt, LLP.
 

 

On June 6, 2018, the Committee filed amended C-4 reports covering the period of May 1, 2017 through April 30, 2018, disclosing “Legal Expenses” as a debt owed to the Washington and Northern Idaho District Council of Laborers Union, disclosing initial debt of $110 owed to the Washington and Northern Idaho District Council of Laborers Union for "Legal Expenses" was incurred on May 31, 2017, and the amount of debt for Legal Expenses increased each month until November 30, 2017, with a total of $7,863 owed to Washington and Northern Idaho District Council of Laborers Union.

 

On June 6, 2018, the Committee filed a “Final report” disclosing $185,920 in expenditures that included a $7,863 expenditure paid to the Washington and Northern Idaho District Council of Laborers Union for “Legal Expenses” and a $176,315 transfer to the Washington and Northern Idaho District Council of Laborers Union to close the account.

 

PDC staff found no evidence of a material violation that would require conducting a more formal investigation into your complaint or pursuing enforcement action in this instance.  Based on this information, and the fact that the Washington and Northern Idaho District Council of Laborers PAC has ceased operations and filed a final report, PDC staff is dismissing this matter in accordance with RCW 42.17A.755(1).
