John Scannell is a candidate seeking the office of Washington State Supreme Court Justice in 2016. Mr. Scannell failed to file a a Candidate Registration (C-1 report) and a Personal Financial Affairs Statement (F-1 report), and he was sent a Brief Enforcement Hearing Notice on July 21, 2016.
On August 5, 2016 the day of the hearing, Mr. Scannell filed the missing C-1 and F-1 reports. At the hearing, Mr. Scannell appeared in-person and provided testimony to the Presiding Officer.
The Presiding Officer found a violation of RCW 42.17.205 and RCW 42.17A.700 by Mr. Scannell for failing to timely file the C-1 and F-1 reports, and he was assessed a $300 civil penalty in accordance with WAC 390-37-165, of which $200 is suspended on the conditions Mr. Scannell: (1) Pays the $100 non-suspended portion of the penalty within 10 days of receiving this Order; and (2) commits no further violations of RCW 42.17A or WAC 390 for four years from the date of the Order.
