Myers, Pat - Alleged violations of RCW 42.17A.310 and .320 for contributing to a campaign and failing to list sponsor identification on advertisements.
Case #8116 Respondent name:
The complaint alleges that Pat Myers, publisher of the Willapa Harbor Herald and treasurer for the Richard Anderson campaign for PUD Commissioner in Pacific County, is in violation of RCW 42.17A.310 and .320 for making coordinated contributions to a campaign and not listing sponsor identification on advertisements.
Based on staff's investigation, an Enforcement Hearing was scheduled before the Full Commission on February 27, 2018. At the Enforcement Hearing, the Commission Officer accepted the signed Stipulation as to Facts, Violations and Penalty between Mr. Myers and PDC staff, that included violations of RCW 42.17A.145 and .255 by filing false campaign finance reports disclosing newspaper advertisements that appeared in the Willapa Harbor Herald as independent expenditures and electioneering communications made in support of Richard Anderson, when the advertisements were in fact in-kind contributions made in support of Mr. Anderson’s Campaign.
The penalty agreed to in the Stipulation was $1,500 civil penalty, of which $500 is suspended based on the following conditions: (1) Mr. Myers commits no further violations of RCW 42.17A or WAC 390 for four years from the date of the Order; (2) the $1,000 non-suspended portion of the penalty is paid within 30 days from the date of the Order; and (3) Mr. Myers is in compliance with the PDC reporting requirements.
