Description

The complaint alleged James M. (Mike) Volz violated RCW 42.17A.235 and .240 by failing to timely and accurately disclose contributions and expenditures, specifically for failing to timely file Full Campaign Contribution and Expenditure (C-4) reports in 2016, 2018 and 2020 election years. 

PDC staff reviewed the allegations; the applicable statutes, rules, and reporting requirements;the applicable PDC reports and the response from Mike Volz to determine whether the record supports a finding of one or more violations.

Regarding the reports not filed in July, August, September and October 2017 and February and March 2020, Volz stated there was no activity by the campaign those months. C-4 reports are required monthly from the beginning of the campaign through May of the election year. However, the monthly report is only required if the campaign has more than $200 in contributions or expenditures during a month. 

Based on these findings, staff has determined, in this instance, the failure to timely file C-4 reports does not amount a violation warranting further investigation. PDC staff is reminding James M. (Mike) Volz about the importance of filing timely, accurate and complete reports in accordance with PDC laws and rules and expects in the future Volz will timely file accurate and complete reports, in accordance with PDC laws and rules.

Based on this information, the PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
