Description

 The Public Disclosure Commission (PDC) has completed its review of the complaint filed on June 1, 2021. The complaint alleged that Davida Sharpe Haygood, a candidate for Puyallup City Council in the 2021 election, may have violated RCW 42.17A.700 for failure to timely file a Personal Financial Affairs Statement (F-1 report) disclosing financial activity for the previous twelve months after declaring her candidacy.

PDC staff reviewed the allegations; the applicable statutes, rules, and reporting requirements; the response provided by the Respondent; and the applicable PDC reports filed by the Respondent, to determine whether the record supports a finding of one or more violations.

It appears that late filing of the F-1 report by Davida Sharpe Haygood was due to a misunderstanding of the PDC’s statutory requirements and not done to withhold personal financial information from the public.

Based on our findings staff has determined that, in this instance, failure to timely file the candidate F-1 report disclosing financial activity for the previous twelve months does not amount to a finding of a violation that warrants further investigation.

PDC staff is reminding Davida Sharpe Haygood about the importance of the timely disclosure of personal financial information as a candidate for elected office, and the timely filings of all future PDC reports in accordance with the statutes and rules.

Based on this information, the PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
