Description
A complaint was filed against Renae Seam, a candidate for Federal Way City Council in 2021, alleging the 2021 Campaign may have violated RCW 42.17A.240 by failing to disclose expenditures made for yard signs and the candidate filing fee on Summary Full Campaign Contributions and Expenditures reports (C-4 reports).
On July 13, 2021, the Campaign timely filed the 21-Day Pre-Primary Election C-4 report covering the period June 1 through July 12, 2021, disclosing that $3,519.58 in total contributions had been received during the period, and $3,316.61 in total expenditures were made.
The 21-Day Pre-Primary Election C-4 report timely disclosed the Campaign made: (1) a $892.92 expenditure made to Prism Washington, a Campaign Consultant on July 11, 2021, and listing the sub-vendor description as “Overnight Printing – Yard signs (100)”; and (2) a $159.86 expenditure made to the candidate, Ms. Seam, reimbursing her $159.84 and listing the expenditure description as “State of WA – Candidacy filing fee.”
The $159.86 candidate filing was not required to have been disclosed as a debt or order placed by the Campaign on an earlier C-4 report, since it was below the $750 debt reporting threshold in accordance with RCW 42.17A.240(9).
Based on this information, the PDC finds that no action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
