The complaint alleged Yen Huynh, a 2021 candidate for Olympia City Council, violated RCW 42.17A.235 by failing to timely file a 21-Day Pre-General Election Full Summary Contributions and Expenditures (C-4) report.
On October 19, 2021, Simmons filed a C-4 report for Friends of Yen, listing $1,900 in expenditures and $1,756 in contributions from September 1 to October 11, 2021. The report was filed seven days late.
On October 26, 2021, Simmonds timely filed the 7-day Pre-General Election C-4 report for Friends of Yen.
Based on these findings, the fact the Huynh is a first-time candidate and promptly took action to comply, PDC staff has determined that, in this instance, the failure to timely and accurately report contributions does not amount to a violation warranting further investigation.
PDC staff is reminding Yen Huynh about the importance of timely and accurately filing required reports in accordance with PDC laws and rules.
Based on this information, the PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
