Description

PDC staff reviewed the allegation(s) and the filing history of the Respondent and found the following: 

  • The cashier’s check, provided as evidence in your complaint, was made in payment for the Longview Centennial Days gala in 2023. Mr. Boudreau, in his response to the complaint, identified the check and said, “the cashiers check in question is from my personal checking account and was used to pay for the tickets as I do not write checks enough to have a checkbook of “normal checks.” 
  • A ticket for the event was $100 per person.  As you said in your complaint, Mr. Boudreau and his wife attended the event together which would have incurred a cost of $200 for the tickets.  The cashier’s check amount is $200.
  • Per RCW 42.52.010, the gala tickets do not qualify as a “gift” since Mr. Boudreau personally paid the full price for the tickets nor is there a requirement for Mr. Boudreau to report his attendance at the event, under RCW 42.17A.710, since he personally paid for his and his wife’s admission to the event. 

Based on these findings, staff has determined, in this instance, there is no evidence of a violation warranting further investigation. The PDC finds that no further action is warranted and has dismissed this matter per RCW 42.17A.755(1) and WAC 390-37-060(1)(a).
