Description

The complaint alleged David G. Reichert violated RCW 42.17A.235 and .240 for failure to timely and accurately report contributions and expenditures, specifically failing to report and in-kind contribution from or payment to Brandi Kruse.

In response, Andrew R. Stokesbary, on behalf of the Campaign, stated Kruse did speak at a Campaign kick-off breakfast on Oct. 12, 2023 and served as the event’s emcee. Stokesbary also noted Kruse has appeared at other Campaign events. Stokesbary also noted Kruse does give paid speeches, however the activities Kruse has participated in for the Campaign are not similar to those paid speaking roles, noting Kruse does not typically charge fees to emcee events or introduce candidates.

Due to the facts listed above, there was no requirement for the Campaign to report an in-kind contribution from or expenditure to Kruse.

Based on this, staff found no evidence of a violation that would require conducting a more formal investigation into the complaint or pursuing enforcement action in this instance. The PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
