Holly Cousens: Alleged violation of RCW 42.17A.235 and .240 for failure to timely and accurately report expenditures (EY23 AUG24)

Description

Based on staff’s review, we found the following:

  • The complaint alleged a negative balance on C-4 (expenditure) Reports and failure to disclose required quantities of political advertising on reports.
  • The campaign made contribution entries with a deposit date of 2024, instead of 2023.
  • Once contacted, the campaign corrected the deposit dates and updated their expenditure detail to include quantities and run dates for political advertising. 

Based on our findings, staff determined Holly Cousens made a minor or ministerial error, which did not materially impact the public interest but needed to be corrected for the report to be in full compliance with the requirements of the chapter.

Based on this information, the matter is resolved as a technical correction pursuant to RCW 

42.17A.755 and WAC 390-37-060. The PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
