Description
The complaints filed in this case alleged that Dxwlalip Leaders Sponsored by Tulalip Tribes of Washington (the “Respondent”) violated RCW 42.17A.235, .240 and .265 by failing to timely and accurately disclose contributions and expenditures on reports for election year 2024. Specifically, these complaints alleged that Dxwlalip Leaders failed to timely file reports based on the accelerated reporting schedule for a 2024 election participant, including 21-day pre-General and 7-day pre-General C-4 reports, and timely disclose a $30,000 Last Minute Contribution made prior to the 2024 Primary Election and a $40,000 contribution received after the Primary Election.
After conducting a preliminary review and assessment of complaints filed by Conner Edwards, PDC staff opened a formal investigation and held an Initial Hearing (also referred to as a Case Status Review), on February 14, 2025, pursuant to RCW 42.17A.755, and WACs 390-37-060 and 390-37-071.
Based on the attached findings, the Respondent completed a Statement of Understanding (SOU) and paid a $150 civil penalty in accordance with WAC 390-37-143 (Brief Enforcement Penalty Schedule), acknowledging a violation of RCW 42.17A.235 and RCW 42.17A.240 for failing to timely report a $40,000 contribution received in election year 2024.The $150 penalty assessed resolves the allegation concerning this late-reported contribution.
Pursuant to WAC 390-37-060(1)(d), the Respondent also received a formal written warning concerning their failure to timely disclose Last-Minute Contributions made prior to an election. PDC staff expect the Respondent to timely disclose all Last-Minute Contributions in the future. The Commission will consider this formal written warning in deciding on further Commission action if there are future violations of PDC laws or rules.
Based on this information, the PDC has dismissed this matter in accordance with RCW 42.17A.755(1).
