Description

The Public Disclosure Commission (PDC) completed its review of the complaint filed by Conner Edwards on December 18, 2024. The complaint alleged violations of: RCW 42.17A.700 for failure to file a Personal Financial Affairs Report (F-1) within two weeks of appointment.

  • RCW 42.17A.700(3) Within two weeks of appointment, every person appointed to a vacancy in an elective office or executive state officer position during the months of January through November shall file with the commission a statement of financial affairs for the preceding twelve months.

Background & Findings 

  • Hannah Hedrick (Respondent) was appointed City Council Member for the City of Tukwila on January 22, 2024.
  • The Respondent did not file a Personal Financial Affairs Statement within 14 days of being appointed. 
  • Once notified of the complaint the Respondent filed the F-1 Report for the preceding twelve months and filed the F-1 report for the 2024 calendar year.

Summary and Resolution

Based on our findings, staff has determined that, in this instance, any violation that may have occurred was minor and has been cured. After consideration of the circumstances, further proceedings would not serve the purposes of this chapter. Under WAC 390-37-060, the executive director, at any time prior to consideration by the commission, may dismiss a complaint which on its face, or as shown by investigation, provides reason to believe that a violation has occurred, but shows that formal enforcement action is not warranted. Failure to file a timely Personal Financial Affairs Statement within two weeks of appointment does not amount to a violation that warrants further investigation.

Pursuant to WAC 390-37-060(1)(d), however, you are receiving a formal written warning concerning failure to timely file a Personal Financial Affairs Statement within two weeks of appointment. PDC staff expects that you will timely files all future Personal Financial Affairs Statements. The Commission will consider the formal written warning in deciding on further Commission action if there are future violations of PDC laws or rules.

Based on this information, the PDC has dismissed this matter in accordance with RCW 42.17A.755(1)
