The Public Disclosure Commission (PDC) completed its review of the complaint filed by Conner Edwards on October 9, 2024. The complaint alleged violations of RCW 42.17A.235 & .240 for failing to timely and accurate submit contribution and expenditure reports.

Background & Findings
• Snohomish Ebony PAC is a continuing committee under full reporting that was active in 2022, 2023 and 2024.
• The Respondent failed to timely file numerous C-4 reports during 2022 and 2023.
• Additionally, the Respondent failed to provide complete expenditure details on independent expenditures (IEs) in 2023.
• The allegations regarding late reporting in 2023 were addressed as part of the resolution of PDC case 144427.
• The Respondent failed to accurately report their carry over balance between 2023 and 2024, with a $250 discrepancy.
Summary and Resolution
Having reviewed the complaint and the supporting evidence, PDC staff has determined that the committee appears to have violated RCW 42.17A. Based on the guidance provided to PDC staff by the Commission at its January 23, 2025, meeting, this matter is being dismissed in accordance with RCW 42.17A.755(1) due to current caseloads.
Any allegations regarding reporting by you for calendar year 2022, 2023, and 2024 that are not otherwise addressed are also hereby dismissed.
PDC staff advises you to make any amendments necessary to bring your reporting into full compliance, including adding expenditure detail regarding IEs and correcting the carry-forward discrepancy.
You are required to comply with all PDC requirements in the future. Failure to do so could lead to further enforcement action.
