The complaint alleged violations of RCW 42.17A.555 for using public facilities or resources to support a ballot measure.
PDC staff is reminding the Okanogan School District that to comply with RCW 42.17A.555, the District should refrain from urging voter approval. In addition, PDC staff noted public entities should avoid using checkmarks and reminds the District about the importance of monitoring timing and tone of printed, website and social media content and public outreach focused on election issues. While the rules do allow the use of normal and regular tools to inform the public about a ballot measure, PDC staff have noted that language such as “once in a lifetime opportunity,” could be considered promotional in nature. PDC staff have noted that content provided by public agencies regarding a ballot measure that includes students should be closely scrutinized for the possibility of its emotional appeal.
Based on this information, the PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
