The Public Disclosure Commission (PDC) completed its review of the complaint filed by Conner Edwards on April 16, 2025. The complaint alleged a violation of RCW 42.17A.235 & .240 for failing to timely and accurately file a 

Summary, Full Report Receipts and Expenditures (C-4) report.

Applicable Laws and Rules
Per RCW 42.17A.235 & .240, a committee that selects the Full Reporting option on their C-1 report is required to report contributions and expenditures to the PDC on Cash Receipts Monetary Contributions reports (C-3 reports) and Campaign Summary Receipts & Expenditures reports (C-4 reports) pursuant to RCW 42.17A.235 & RCW 42.17A.240. The due dates for these reports are based upon the election cycle, the candidate’s election participation, and their financial activity.
Per RCW 42.17A.240(7), the name and address of each person to whom an expenditure was made in the aggregate amount of more than two hundred dollars during the period covered by this report, the amount, date, and purpose of each expenditure, and the total sum of all expenditures. RCW 42.17A.240(9)(a) additionally states, the name and address of any person and the amount owed for any debt with a value of more than one thousand dollars that has not been paid for any invoices submitted, goods received, or services performed, within five business days during the period within thirty days before an election, or within ten business days during any other period.

Background and Findings
• SEIU 775 Ballot Fund PAC is a Continuing Committee under the Full Reporting option.
• The PAC is a client of Barnard, Iglitzin & Lavitt, LLP, receiving ongoing legal services for multiple matters including legal services about PDC case 166613. The Respondent stated that the law firm invoiced SEIU 775 for work on Ballot Fund PAC matters pertaining to case 166613 on February 28, 2025, for $872.50, and on March 31, 2025, for $60. The total invoiced costs were less than $1,000.
• SEIU 775 paid a total of $932.50 to Barnard, Iglitzin & Lavitt, LLP, on May 28, 2025, and timely reported the expenditures on their June 6, 2025, Summary, Full Report Receipts and Expenditures (C-4) report.

Based on this information, the PDC has dismissed this matter in accordance with RCW 42.17A.755(1).
