The complaint alleges that City of Kirkland Officials violated RCW 42.17A.555 by using city facilities and resources to support a ballot measure for a new aquatics center.

Specifically, the complaint alleged that the City of Kirkland produced information for the Aquatics Recreation Community center (ARC) that supported the ballot measure.  Those activities included producing a flyer and posting information on the city webpage with language that said 'play', 'swim', 'get fit', 'create' and 'celebrate', which supported the measure.
