Description

The complaint alleges that Richard Anderson, candidate for Public Utility Commissioner for Pacific PUD 2, failed to report campaign contributions greater than the $500 limit allowed under Mini-Reporting in violation of RCW 42.17A.205, .235, and .240.

Based on staff's investigation, an Enforcement Hearing was scheduled before the Full Commission on February 27, 2018.  At the Enforcement Hearing, the Commission Officer accepted the signed Stipulation as to Facts, Violations and Penalty between Mr. Anderson and PDC staff, that included violations of WAC 390-16-125 by exceeding the limitations of the Mini Reporting Option and RCW 42.17A.205, .235 and .240, by failing to change reporting options and file C-3 and C-4 reports disclosing campaign contribution and expenditure information.  

The penalty agreed to in the Stipulation was $1,500 civil penalty, of which $500 is suspended based on the following conditions: (1) Mr. Anderson commits no further violations of RCW 42.17A or WAC 390 for four years from the date of the Order; (2) the $1,000 non-suspended portion of the penalty is paid within 30 days from the date of the Order; and (3) Mr. Anderson is in compliance with the PDC reporting requirements.
