The Public Disclosure Commission (PDC) has completed its review of the complaint filed on October 14, 2023. The complaint alleged that Peter Abbarno, a current State Representative in Legislative District 20, may have violated RCW 42.17A.700 & .710 for failure to accurately file Personal Financial Affairs Statements (F-1 reports) disclosing all sources of income for his spouse, required to be submitted as a candidate and as an elected official.

PDC staff reviewed the allegations; the applicable statutes, rules, and reporting requirements; the response provided by the Respondent; the applicable PDC reports filed by the Respondent; and other relevant information, to determine whether the record supports a finding of one or more violations.

It appears that the missing information from Rep. Abbarno’s F-1 reports was due to an unintentional oversight. Staff found no evidence that the Respondent omitted personal financial affairs information from his F-1 reports in order to purposely conceal it from the public.

Based on our findings staff has determined that, in this instance, failure to timely disclose reportable spousal income on F-1 reports covering calendar year 2020, 2021 and 2022 does not amount to a finding of a violation that warrants further investigation.

Pursuant to WAC 390-37-060(1)(d), however, Rep. Abbarno will receive a formal written warning concerning failure to disclose all reportable personal financial information for his spouse on F-1 reports filed as a candidate and as an elected official. The formal written warning will include staff’s expectation that Rep. Abbarno accurately and timely files all future required reports of financial affairs. The Commission will consider the formal written warning in deciding on further Commission action if there are future violations of PDC laws or rules.

Based on this information, the PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
