Description

The Public Disclosure Commission (PDC) completed its review of the complaint filed on Nov. 26, 2023. The complaint alleged South Salish Progressive Alliance violated RCW 42.17A.205 by failing to register as a political committee. 
PDC staff reviewed the allegations and evidence you submitted; the applicable statutes, rules, and reporting requirements; and the responses provided by Jeff Sowers, Chair, South Salish Progressive Alliance, to determine whether the record supports a finding of one or more violations.

Based on review of evidence provided in the complaint, South Salish Progressive Alliance website, social media posts, responses to the complaint, and PDC records, South Salish Progressive Alliance does not meet the requirements to register as a political committee. It also appears to not meet the definition of an incidental committee based on the lack of monetary or in-kind contributions to campaigns.

Staff has determined that, in this instance, the failure to register as a political committee does not amount to a violation that warrants further investigation.

Based on this information, the PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
