The Public Disclosure Commission (PDC) has completed its review of the complaint filed on June 12, 2024. The complaint alleged that Steven Rader Jr., a 2024 candidate for Cowlitz County Commissioner, Position 1 may have violated RCW 42.17A.235 & .240 for failure to timely and accurately file Summary Full Campaign Contribution and Expenditure reports (C-4 reports), disclosing an in-kind contribution.
PDC staff reviewed the allegations; the applicable statutes, rules, and reporting requirements; the response provided by Treasurer Conner Edwards on behalf of the Respondent; and other relevant information, to determine whether the record supports a finding of one or more violations.
It appears that the 2024 Rader Campaign was not involved in the Watchdog of Cowlitz County’s message. Because the Watchdog obtained the photo and written messaging independently, this does not appear to be a contribution reportable by the Respondent.
Based on our findings staff has determined that, in this instance, no evidence supports a finding of a violation that warrants further investigation. The PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1).
