Description

The Public Disclosure Commission (PDC) completed its review of the complaints filed by Conner Edwards on October 18, 2024, and October 30, 2024. The complaints alleged violations of: RCW 42.17A.235 & .240 for failure to timely and accurately file expenditure reports.

Background & Findings 

  • Jeffrey (Troy) Moody was a candidate for Public Utility Commissioner in the 2024 election registered under the Full Reporting option. 
  • The complaint alleges the Respondent failed to timely file multiple C-3 (contribution) Reports and the 7-day pre-general C-4 Report. Additionally, the complaint alleges failure to include required expenditure detail for political advertising. 
  • The Respondent’s total campaign activity was within the mini reporting limits and was almost entirely self-funded.
  • Mr. Moody amended his registration to mini reporting on October 16, 2024, and believed he had completed his filing requirements. Because the registration was amended during the 7-day reporting period, the Respondent was required to file the report. 
  • The Respondent does not have any prior violations of PDC requirements. 

Summary and Resolution

You completed a Statement of Understanding (SOU) and paid a $100 civil penalty in accordance with WAC 390-37-143 (Brief Enforcement Penalty Schedule), acknowledging violations of  RCW 42.17A.235 and RCW 42.17A.240 for failing to timely file the 7-Day Pre-General Election C-4 report and not properly itemizing expenditures during the 2024 election campaign.

Based on this information, the PDC has dismissed this matter in accordance with RCW 42.17A.755(1).  Any allegations regarding reporting by you for the 2024 campaign that are not otherwise addressed are also hereby dismissed.   

You are required to comply with all PDC requirements in the future. Failure to do so could lead to further enforcement action.
