Description

Based on staff’s review, we found the following:

• The Respondent is a registered Democratic bona fide county committee that was participating in the 2024 election.

• Additionally, the Respondent participated in election year 2023.

• The complaint alleges the Respondent failed to timely file two C-3 reports 5 and 19 days late totaling $3,928.75 and the 21-day pre-primary and post-primary C-4 reports for election year 2024 were filed late. Additionally, the 7 day pre-general and post-general C-4 reports for election year 2023 were filed late.

• The Respondent was issued a warning for violations of RCW 42.17A.235 and .240 in PDC case 141707 regarding their failure to timely and accurately file C-3 and C-4 reports in election years 2018, 2019, 2020, 2021, 2022, and 2023.

• On November 19, 2024, the Committee Treasurer Eric Valpey, on behalf of the Respondent, signed a statement of understanding acknowledging that the reports in questions were filed late to resolve this case.

Pursuant to WAC 390-37-060(1)(f), Snohomish County Democratic Party completed a Statement of Understanding (SOU) acknowledging violations of RCW 42.17A.235 and RCW 42.17A.240. This signed SOU resolves the allegations listed in your complaint.

Any allegations regarding reporting by this respondent for calendar year 2024 that are not otherwise addressed here are hereby dismissed.
