Description

The complaint alleged violations of RCW 42.17A.220 for exceeding anonymous contribution limits during the 2023 calendar year.

Having reviewed the complaint and the supporting evidence, PDC staff has determined that the Committee appears to have violated RCW 42.17A.240 by failing to accurately file Monetary Contribution (C-3) reports during the 2023 calendar year.

Semi Bird completed a Statement of Understanding (SOU) with a $0 civil penalty in accordance with WAC 390-37-143 (Brief Adjudicative Proceeding Penalty Schedule), acknowledging violations RCW 42.17A.240 for failing to accurately file C-3 report disclosing contribution. The statement of understanding resolves the allegations listed in this case. Because the Committee’s amended reporting demonstrates that it did not exceed the limit on anonymous contributions in RCW 42.17A.220, that allegation is dismissed.

Any allegations regarding reporting for the 2023 election that are not otherwise addressed are hereby dismissed. However, failure to comply with PDC requirements in the future may lead to enhanced enforcement action.
