Dave Upthegrove: Alleged violation of RCW 42.17A.235 and .240 for failure to timely and accurately report expenditure details. (EY24 OCT24)
Description
On October 24, 2024, the Public Disclosure Commission (PDC) received a complaint alleging that Dave Upthegrove (respondent), a candidate for Public Lands Commissioner in the 2024 election year, may have violated RCW 42.17A.235 for failure to timely and accurately C-4 reports, including failure to properly report the purpose of expenditures, as required by WAC 390-16-037 and WAC 390-16-205, and RCW 42.17A.240 for failure to properly report debt.
PDC staff reviewed the complaint and determined that there were expenditures made by the respondent's campaign either to a vendor or consultant for which a more detailed explanation or description should have been provided.
Based on the above finding, the PDC staff issued a formal written warning to the Respondent for failure to file C-4 reports disclosing contribution and expenditure activities undertaken by his campaign, including for debt and for failure to properly report the purpose/details of the expenditures, as required by RCW 42.17A.240, WAC 390-16-037 and WAC 390-16-205.
Accordingly, the PDC staff dismissed the complaint in accordance with RCW 42.17A.755(1).
