Description

PDC staff reviewed the allegations; the applicable statutes, rules, and reporting requirements; and the applicable PDC reports filed by the Respondent to determine whether the record supports a finding of one or more violations.
Based on staff’s review, we found the following:

• Voice Broadcasting Corp. is a communications company that provides its clients with the capability for mass robocall and text messaging via landline telephone and cellular platforms. The company is based in Arlington, Texas.
• According to PDC reports, candidate committees for Chris Reykdal (2024), Scott G. Bader (2023), Debbie Carlsen (2023), Heidi Willis (2019), and Eugene Burrus (2019) reported expenditures to Voice Broadcasting Corp. Jeff Fournier, representative for Voice Broadcasting Corp., said only Willis and Burrus were direct clients of the company and Reykdal, Bader, and Carlsen were clients of WinPower Strategies. WinPower Strategies acted as a reseller of services provided by Voice Broadcasting Corp.
• On October 29, 2024, you sent an email to Jeff Fournier’s company email address requesting to review Voice Broadcasting’s commercial advertising books of account. On November 1, 2024, when you did not receive a response from Mr. Fournier you filed a complaint with the PDC. On December 20, 2024, PDC staff contacted Mr. Fournier and after providing some clarification about who was the responsible party and guidance on what to provide, on January 16, 2025, Mr. Fournier provided the records to you in electronic format.

Based on this information, the PDC finds that no further action is warranted and has dismissed this matter in accordance with RCW 42.17A.755(1), and WAC 390-37-060(1)(a).
